Helping transit leaders and institutions navigate consequential decisions in executive leadership and TOD + development.
Praxis works where executive judgment and institutional readiness determine whether strategy becomes reality. We advise leaders on how to lead complex transit institutions — and how to position those institutions to turn transportation assets into development, housing, and long-term economic value.
The connection is deliberate: successful development requires more than land and capital, and successful leadership requires more than information. Both depend on judgment, governance, institutional capability, relationships, and execution.
Advisory for transit agencies and partners seeking to determine whether land, infrastructure, institutional capability, capital, and market conditions can actually produce development.

Frank White III leads Praxis Advisors Group, a focused advisory firm built around two disciplines: Executive Intelligence and TOD + Development Strategy. He helps transit executives, boards, and institutions navigate consequential decisions, strengthen leadership, and turn transportation assets into lasting community and economic value.
A former President and CEO of the Kansas City Area Transportation Authority, Frank brings firsthand experience leading a complex public institution through operational, financial, political, and organizational challenges. As co-creator of RideKC Development Corporation, he helped advance approximately $500 million in transit-oriented development.
Through Praxis’s Transit CEO Advisory, Frank helps leaders strengthen executive judgment, navigate board and stakeholder relationships, and establish clear priorities. His TOD + Development Strategy work helps agencies assess development readiness and address the governance, partnership, and implementation decisions that determine whether projects can move forward.
Frank serves on the American Public Transportation Association’s Board of Directors as a Business Member Director and is a member of the Mpact National Steering Committee. These national leadership roles complement his work with executives and institutions navigating the future of transit and community development.
“Praxis exists to help leaders make sound decisions and build the institutional capability to carry them through.”
Everyone says they want innovation. Cities want economic growth. Transit agencies want better mobility. Developers want creative partnerships…
There’s an unspoken expectation in public-sector leadership: Keep things running. Don’t rock the boat. Manage decline quietly.
I’ve never been particularly interested in that job. My career…
We keep having the wrong conversation about transit.
It’s not about buses vs. rail. It’s not about ridership. It’s not even about moving people from Point A to Point B.
It’s about who controls the system—and who captures the value…
